People with Thai-source income, a work permit, or a bank/employer that asks for a TIN.
A tax ID (TIN) is issued by the Revenue Department, not Immigration. Work-permit holders are typically registered by the employer. Others can apply at a Revenue office with a passport and address evidence. Holding a TIN does not, by itself, create a filing obligation — but many banks and payrolls will not proceed without one. Self-employed foreigners and property owners sometimes need a TIN for withholding or transfer taxes even without a work permit.
